Tailing Management Plan

 

Tailing Dams, Heap Leach, Paste Fill Facilities

In the Official Gazette dated July 15, 2015 and numbered 29417, prepared in accordance with the EU Mine Waste Directive 2006/21 EC in order to develop the institutional capacity for the management of mine tailings and to establish an effective management model throughout the country, Regulations issued by the Mine Waste entered into force as of July 15, 2017.

 

According to Mine Waste Regulations;

  • • The existing “Temporary Activity Certificates (GFB) / Licensed Facilities”, which are called “Waste Storage, Tailing Dams and Tailing Ponds”, which have been completed EIA or which are among the disposal methods of EIA non-mine waste and are used as the most common method in our country,
  • • Heap leaching facilities, which are among the methods of disposal of mining waste and are used in our country especially for low grade ore,
  • • Paste fill facilities which are refilling the underground mine tunnels with the mine enrichment process wastes,

 

Mine operators are required to prepare the Waste Management Plans with institutions / foundations / companies which have the Ministry of Environment’s EIA Proficiency Certificate or the Environmental Consultancy Proficiency Certificate in the format according to the form given in Annex-1 of the Regulation for about 6 months until 15/01/2018.

 

In addition, a report must be prepared including; static and kinetic tests, mineralogical, geochemical and hydrogeochemical investigations, hydrogeological, hydrological calculations for determination of the potential of paste filling facilities according to the Mine Waste Regulation, acid mine drainage of wastes and metal leaching in the long run and all precautions taken by the operator with models and all related information and documents by an institution / foundation / company which have Ministry of Environment’s EIA Proficiency Certificate or the Environmental Consultancy Proficiency Certificate to obtain the “Mine Waste Deep Injection Approval Certificate” from the Ministry of Environment and Urbanization.
