PROJECT DESCRIPTION BRIEF (PDB) PROCESS

 

PDB process is applied for operations determined in EIA Regulation Annex-2 or Annex-1 that increases capacity or changes project. Process starts with preparation of “Project Presentation File” and ends by “ EIA is not required” or “EIA is required” for detailed research needed business.

 

LIST OF THE PROJECTS TO WHICH SELECTION AND ELIMINATION CRITERIA ARE APPLICABLE
(The Lower Bounds in Annex I List are Accepted as the Upper Bound in This List)

 

Chemicals, Petro-chemical Products, Drugs, and Wastes

1-a) Facilities designed for the production of chemical substances, production of lubrication substance from petroleum, and processing of intermediate-products (facilities without process-sourced waste and by-product and only prepare the mixture are outside this scope.),
b) Facilities designed for waste oil recovery (whose processing capacity is less than 2.000 tons per year),
c) Medical waste incineration facilities with an incineration capacity between 200-1000 kg per day, medical waste land fill facilities with a daily storage capacity of less than 1 ton, and facilities designed for the intermediate physical and chemical treatment of medical wastes,
d) Recovery of hazardous and specially processed wastes by physical methods.

2- Petroleum, natural gas, petro-chemical, and chemical substance storage facilities with a total storage capacity between 500 and 50.000 cubic meters (excluding retail sales stations).

3 – Facilities where natural gas, petrochemicals, petroleum, and chemicals are stored with a storage capacity of 500-50, 000 m3 (retail stations are outside this scope)

4 – Facilities where pesticides and pharmaceutical products (excluding vaccine and serum production), paints and lacquers (containing resin units), peroxides and plant growth regulators are produced, elastomer-based products (including vulcanization process) are processed,

 

5-Waste with a daily capacity of fewer than 100 tons, excluding construction debris and earthwork waste, is composted and/or recovered by other methods, burned (incineration by oxidation, pyrolysis, gasification, plasma, etc. thermal operations), facilities where it is regularly stored and/or final disposal,

 

6-Facilities that produce soap and/or detergents, including raw material production unit,

 

7 – Explosive and / or flammable substance storage facilities with a capacity of 500 tons or more,

 

8-Metal industry: (1,000 tons per year and above)

a) Facilities that produce iron and/or steel from ore,

B) Facilities that produce steel from scrap iron and/or steel,

C) Facilities where iron and/or steel are smelted and cast, (including scrap)

D) Facilities where non-ferrous metals are smelted and cast,

d) hot rolling facilities,
1) Facilities for rolling iron or steel,

2) Facilities for rolling nonferrous metals,

e) Cold rolling facilities (except wire drawing facilities)

1) Facilities for rolling iron or steel,

2) Facilities for rolling nonferrous metals,

9- Facilities where the volume of the tank/pool is 5 m3 and above, where the surfaces of metal or plastic materials are covered with metal using an electrolytic or chemical process, and / or facilities where the surface cleaning process is performed,

 

10- Textile facilities:

a) Yarn, fabric, or carpet factories that perform dyeing (using chemical or root paint) or bleaching,

b) Industrial type facilities where wool or mohair is rubbed, oil is taken or bleached,

c) Facilities washing denim products or garments, (except for normal washing with softeners only to give softness and unshrinkability)

D) Facilities that perform printing, (facilities where the fabric is subjected to washing after printing)

11- Glass, glass fiber, rock wool, and similar production facilities,

12- All kinds of paper production facilities,

13- Rubber coating facilities, (except cold rubber coating)

14- Rawhide processing facilities, (except garments)

15- Production of motor vehicles, [motor vehicles (cars, buses, and so on); agricultural machinery (tractors, harvesters and the like); construction equipment (dozer, excavator and so on); defense industry vehicles (tanks, armored vehicles, and so on)] (except for assembly facilities)

16- Internal combustion engine production,

17- Facilities where the production of railway vehicles is carried out, (except for the installation facilities)

18- Ready-mixed concrete facilities, facilities that produce materials formed using cement or other binding materials, pre-stressed concrete elements, aerated concrete, betopan, and similar production facilities, (production capacity 100 m3 per hour and above)

19- Brick or tile production facilities, [raw material capacity (materials based on mud preparation)] (1000 tons per year and above)

20- Ceramic or porcelain production facilities, [raw material capacity (mud preparation, priming, glazing, etc. materials used in operations)] (1,000 tons per year and above)

21- Clinker grinding facilities,

22- Asphalt plant facilities,

23- Intermediate storage of hazardous and / or decontaminated wastes,

24- Anfo production,

25- Facilities where the salt is removed and / or processed (excluding screening, packaging)

26- Annual production of 1,000 tons and more of simple or compound fertilizers based on phosphorus, nitrogen, and potassium,

27- Production of herbal products:

a) Facilities that produce vegetable crude oil or refined oil, (except for the production of thyme, chamomile, and similar essential oils)

b) Starch production or facilities where starch derivatives are produced,

c) Turnip or vinegar production facilities using fermentation, (1,000,000 liters per year and above)

d) Suma production facilities, (5,000 liters per year and above)

d) Malt production facilities, (5,000 tons per year and above)

E) Olive processing facilities, (1,500 tons per year and above)

f) Cigarette factories or facilities producing wrapped chopped tobacco products, (1000 tons per year and above )

g) Yeast factories,

D) Production of alcoholic beverages, (5,000 liters per year and above)

H) Fruit puree, fruit concentrate or fruit-derived beverage produced facilities, (1,000,000 liters per year and above)

I) Non-alcoholic carbonated beverage production facilities, (except soda, fruit soda production facilities) (1,000,000 liters per year and above)

I) Facilities where licorice, tamarind, hops are processed, (1,000,000 liters per year and above)

J) Tomato paste production facilities, (1,000 tons per year and above )

 

28- Production of animal products:

a) Facilities where animal fats are melted,

b) Aquaculture processing facilities,

c) Milk processing plants, (raw milk processing facilities with a capacity of 10,000 liters per day and above)

d) Cultural fishing projects, (30 tons per year and above production),

d) Fish hatcheries, (offspring production of 40 million units per year and above)

E) Facilities where cattle and/or small cattle are slaughtered [(20 slaughtering units per day and above), (equivalents for each slaughter unit: 1 cattle, 2 ostriches, 4 pigs, 8 sheep, 10 goats, 130 rabbits)],

f) Poultry slaughter facilities [(1,000 chickens per day and above and equivalent other poultry) (1 Turkey = 7 chickens should be based)],

g) Liquid egg production facilities, (10 tons per day and above )

D) Rendering facilities,

h) whey processing facilities, (processing capacity of 10,000 liters per day and above)

 

29- Facilities with a capacity of 1-100 tons per day, where feces from animal breeding are burned, recovered and/or disposed of,

30- Animal breeding facilities:

a) Cattle breeding facilities of 500 heads and above,

b) 2,500 heads and above small cattle breeding facilities,

c) Co-breeding of cattle and small animals, (500 cattle and above, 1 cattle=5 small animals should be based on the equivalent)

d) Poultry breeding facilities [(20,000 or more chickens (chicks, chickens, etc.) or equivalent other poultry during a production period) (1 Turkey = 7 chickens)],

d) Fur animal breeding facilities, (5,000 units and above)

e) 300 head and above pork fattening facilities,

31- Infrastructure facilities:

a) Construction of intra-continental waterways, (those not included in Annex-1 list)

b) Commercial ports, piers, docks, and dolphins not included in the Annex-1 list (excluding sunbathing, sports piers, and buoys)

c) Fishing shelters, tug shelters,

D) Projects to acquire an area of 10,000 m2 and above the Sea,

d) The works done on the coast to combat erosion and that may cause changes to the coast; breakwaters, spurs, mines, embankments, etc., (except for their maintenance and repairing)

e) Railway lines not included in Annex-1 list, (except connection/asylum lines)

f) Railway route change, the continuous length of the parts separated from the route that is 30 km. and that is on it,

d) Duplicate the number of lines by preserving the existing railway route,

d) Logistics Center,

H) Tram, metro, light rail transport systems for urban passenger transport and so on),

I) Airports, (not listed in Annex-1)

I) Ring roads of 20 km and above,

j) Provincial roads, (except neighborhood and village roads)

k) Changing the route of the highway projects included in the Annex-1 list and Annex-2 list with a continuous length of 20 km or more,

l) Expansion of existing provincial roads with two or fewer traffic lanes to a continuous length of at least 20 km with four or more lanes,

m) Bottom screening projects planned to remove materials that are 50.000 m3 and above,

n) Dry dock areas,

o) Facilities that perform one of the manufacturing, maintenance, and repair services of yachts or boats between 10-24 m,

ö) Deep-sea discharge projects,

32- Touristic accommodation facilities: hotels, resorts, tourist complexes, etc. (100 rooms and above)

33- Public housing projects (200 houses and above)

34- Permanent camping and trailer parks with an area of 50,000 m2 and above,

35- Theme parks, (established on an area of 50,000 m2 and above, facilities that provide monitoring, entertainment, and information services to customers based on any theme such as science, culture, nature, or sports)

36- Ski resorts, (with mechanical facilities of 1.000 m and above)

37- Permanent race and test tracks for cars and motorcycles,

38- Golf facilities,

39- Shopping centers (closed construction areas that are 10.000 m2 and above)

40- Electric power transmission lines with a length of 5-15 km at a voltage of154 kV and above,

41- Hydroelectric power plants with an installed power of 1-10 MWm,

42- Wind power plants with several turbines 5 units and above or an installed power of 10 MW and above 50 MWm

43- Extraction and usage of the geothermal resource, (thermal power 5 MWe and above)

44- Industrial facilities for obtaining electricity, gas, steam, and hot water (those with a total thermal power that is between 20 MWt and 300 MWt)

45- Solar power facilities with a project area that is 2 hectares and above or installed power 1 MWe and above (except roof and façade systems)

46- Dams and ponds with a lake volume of 5 million m3 and above,

47- Underground water extraction or underground water storage projects 300, 000m3 per year and above,

48- Projects related to stream deposits:

a) Water transfer projects between stream basins, (those not included in Annex-1 list)

b) Projects arranged 5 km and above in the beds of streams showing continuous flow,

49- Mining projects:

a) Extraction of mines (those not included in Annex-1 list),

b) Cutting, processing, and counting of marble and decorative stones with an annual capacity of 5,000 m3 and/or 250,000 m2 and above,

c) Extraction and storage of methane gas 1,000,000 m3 per year and above,

D) Facilities where carbon dioxide, rock gas, and other gases are extracted, stored or processed, (except workshop type filling facilities)

D) Facilities that perform at least one of the crushing, screening, washing, and ore preparation operations, (those not included in the Annex-1 list)

e) Ore enrichment facilities and / or waste facilities related to these enrichment facilities, (not included in Annex-1 list)

50- Coal processing facilities:

a) Gas and coke facilities,

b) Coal briquetting facilities,

c) Launder facilities,

51- Petrocoke, coal and other solid fuel storage, classification and packaging facilities, (excluding retail units)

52- Lime factories and / or gypsum factories,

 

53- Magnesite processing facilities,

 

54- Perlite and similar mine expansion facilities,

 

55- Mineral, oil, and geothermal resource exploration projects, (except for searches done by the methods such as seismic, electrical, magnetic, electromagnetic, geophysical, etc.)

 

56- Waste water treatment facilities with a capacity of 50,000-150,000 equivalent people and/or 10,000-30,000 m3/day.
