e-ENVIRONMENTAL PERMITS/ ONLINE ENVIRONMENTAL PERMITS PROJECT

The purpose of online environmental permits project is provided to apply only one system for varied permits application that is necessary and application is submitted to component authorities and approved period can be completed as online. Legal infrastructure of the application is formed in the Regulation of Required Permits and Licenses according to Environmental Law issued by 27214 numbered and 29 April 2009 dated in Official Gazette. Online environmental permits project is included in State Planning Organization Information Society Strategy and Action Plan as 15th action. At the same time, it is included prior 11 e-government project of Ministry. Environmental Permit and Licenses are taken according to 29115 numbered and 01.09.2014 dated in Official Gazette
Online environmental permit is web based software which is included making application and assessment steps for all permits and licenses which are task and responsible of Environmental Management General Manager. Application of permit and license is applied by environmental officer or environmental consulting companies who is employ in industry planet. All applications applied in digital format and they are signed with electronic signature. Also, asses of application is assessed in digital format. The authorities who examine the application; Ministry of Environmental and Urbanization General Manager of EIA Permit and Control is examined for plants that is high impact pollution and Provincial Manager of Environmental and Urbanization Managers are examined for other plant that is an impact pollution.

ENVIRONMENTAL OFFICER

All proses of e-environmental permits are done by environmental officer. Environmental officer is who controls plants of the activities of regulatory compliance, reviews the measurements to be taken effectively, regulate the annual audit program in the plant and have the Environmental Officer Certificate from Ministry of Environment and Urbanization.
To be environmental officer having least one of the following qualification are required;
a) Graduated from environmental engineering department of least 4 years university or master’s degree or having a high level education than master’s degree and attend the training about environmental legislation by Ministry.
b) Graduated from environmental engineering department or physics, chemistry, biology, biochemistry, geology departments of science/arts-science faculty or veterinary faculty at least 4 year in university. Attend the training about environmental legislation and base environmental sciences and so have to be success for their exams.
c) -Specified in subparagraph (a) someone attends the training about environmental legislation which is made by Ministry, someone get an environmental officer certificate from Ministry.
– Specified in subparagraph (b) someone attends the exams about base environmental science and environmental legislation which is made by Ministry and pass the exam with score of 70 or more point out of 100 so the person can take an environmental officer certificate from Ministry.
